Africa bets on green hydrogen to future-proof its steel industry

The North African nation of Algeria is set to sign a deal with US-based Hecate Renewable Energy and steel producer Tosyali Algerie to develop an integrated green hydrogen project. The initiative aims to produce green steel, support industrial decarbonization, and advance the country’s broader energy transition goals.

  • Africa’s steel sector is growing thanks to infrastructure construction, making early green hydrogen adoption valuable to avoid carbon lock-ins and ensure sustainable industrial development.

Green hydrogen investment in Africa plunged in May 2025 with just one deal valued at $377 million. This is the lowest deal count and investment value this year. It sharply contrasts with April’s $40,759 million across three deals and March’s $60,877 million over eight, suggesting a slowdown in investment activity.

  • Last month’s only deal went to Morocco, allowing North Africa to reclaim the lead after losing ground to southern Africa in April. 

  • The downward trend, evident since March, is marked by a steady decline in both the number of deals and total funding amounts.

A new study by the Technical University of Munich (TUM) finds African green hydrogen exports to Europe are not economically viable without policy support. However, researchers found that implementing de-risking strategies and selecting politically stable, strategically located sites could slash costs by 2030, making imports competitive.

  • European decarbonisation deadlines are fast approaching, yet its domestic hydrogen supply remains limited. This opens a window for African producers, but only if they can match or beat costs from global competitors. 

  • Africa’s advantage lies in its natural resources, but investors need proof of bankability. De-risking alone isn’t enough. Governments must also ensure project pipelines, transparency and infrastructure readiness to translate ambition into investable projects.
